The eCOGRA aims to protect the consumers to which its members are serving. Its thrust is to make all casino operators honest and offer a fair and trust worthy services. It also monitors the monetary deposits made in every casino to ensure its safety and that pay outs are made in a timely manner.

There are also licensing agencies that operate by jurisdictions. Their functions greatly vary. Most are non-political, independent commissions. Some functions to develop policies that will regulate and supervise with international standards on preventing the occurrence of financial crimes to take place. They are also responsible for making a dialogue with other regulating bodies in the international community. Although they are an independent body, they work closely and coordinate with other regulating bodies towards an effective management and supervisory function with international value.

Some functions to supervise and monitor off shore casinos operations through the analysis of the gaming software used and to reflect an accurate revenue recording to its licensee. Some licensing agencies also operate based from the existing legislations in their State applicable to all offshore casinos operating within their jurisdictions.

These regulating agencies, though in the presence of their distinctive operative process of licensing makes them different in operative procedures, are all commonly aiming to preserve the integrity and honesty within the gaming industry.
